Children rescued, two arrested in Montgomery County child exploitation case

The Montgomery County Precinct 1 Constable’s Office arrested Justin Guill, a 34-year-old white male, on five counts of possession with intent to promote child pornography. The arrest occurred Wednesday, April 9, in Onalaska, Texas, following an extensive investigation led by a sergeant investigator assigned to the Internet Crimes Against Children (ICAC) Task Force.

The arrest operation was conducted with the assistance of the Montgomery County Precinct 2 Constable’s Office, Montgomery County Precinct 4 Constable’s Office, the Montgomery County District Attorney’s Office, and the Onalaska Police Department.

During the execution of a search warrant at the residence, investigators seized multiple electronic devices suspected of containing child sexual abuse material. Two minor children, identified as victims, were located at the scene and immediately placed into protective custody by Child Protective Services.

Guill is currently being held on a $1 million bond. In addition to the charges filed in Montgomery County, investigators will pursue additional charges in Polk County for super aggravated sexual assault of a child, based on further evidence uncovered during the investigation.

The children’s mother, identified as Lisa Ann Frias, was also arrested at the scene by the Onalaska Police Department. Frias has been charged with two counts of endangering a child and is being held in the Polk County Jail.

“This case is a sobering reminder of the threats our children face online and in our communities,” said Constable Cash. “Thanks to the relentless efforts of our ICAC Task Force and the cooperation of our partner agencies, a dangerous individual has been taken off the streets, and children have been removed from a harmful environment.”

The Montgomery County Precinct 1 Constable’s Office extends a special thank you to the Onalaska Police Department for its quick support during this investigation.

Anyone with additional information related to this case or the exploitation of children online is encouraged to contact the Montgomery County District Attorney’s Office ICAC Division at 936-539-7800 or Crime Stoppers.
