City of Liberty fires police lieutenant following internal investigation

The City of Liberty issued a statement on Thursday, Nov. 6, regarding a police officer who was placed on administrative leave.

While no criminal charges are currently being pursued by Liberty County or the State of Texas, the City said that the poor judgment and questionable decisions displayed by Lt. Ramiro Lozano brought embarrassment to the Liberty Police Department and the City of Liberty as a whole.

“Our organization holds every employee to a high standard of conduct — both on and off duty — and we will continue to act decisively when those standards are not met,” the City’s statement read. “Therefore, following the completion of an internal investigation and the exhaustion of the employee’s appeal process, the City of Liberty has terminated Lt. Lozano’s employment with the Liberty Police Department. The City’s decision was made in accordance with established personnel policies and due process procedures. As this matter involves personnel and administrative records protected under law, no further comment will be provided. The City of Liberty remains committed to maintaining the highest standards of professionalism, accountability, and integrity within all City departments and to ensuring continued trust between the police department and the community it serves.”

The investigation into Lozano stems from his alleged involvement in a Texas Rangers investigation connected to a recent animal cruelty arrest in Kenefick.

According to authorities, Domingo Quintana was arrested on Sept. 29 on an animal cruelty charge following an investigation by the Liberty County Sheriff’s Office. The incident was discovered at Quintana’s home in Kenefick, while authorities were investigating a situation where his wife, Jessica Quintana, reportedly had attempted to drown their three children in a pond on the family’s property.

Jessica Quintana has since been formally charged with one count of attempted aggravated assault causing serious bodily injury to a family member with a deadly weapon, a second-degree felony, and two counts of injury to a child causing serious bodily injury, both first-degree felonies.

After Domingo Quintana was booked into the Liberty County Jail, Lt. Lozano allegedly went to the jail and met with him. The reason for the meeting remains unclear. Jail staff later reported that Lozano was seen driving Quintana away from the jail following his release.

  1. Law officers are not prosecuted! They are asked to resign so that their career does not suffer. They then go to another agency and continue their corrupt ideology. When a police officer murders someone and investigates said crime, do you think he/she will prosecute himself? I highly doubt it!

  2. This is but another stain on the Liberty County “just us” system. House cleaning is in order, the “good ole boy” system is NOT serving the tax paying citizens.
