In a special meeting held on Tuesday, Nov. 12, Dayton City Council convened to address the ongoing administrative leave of City Manager Kimberly Judge, who was suspended on Sept. 30 as an investigation into her conduct unfolded. Council members held a two-hour closed executive session with attorneys involved in the investigation to deliberate Judge’s employment status.
Upon returning to open session, council members chose not to take any action, and the meeting was promptly adjourned. The decision left the public with uncertainty about Judge’s future with the city.
Judge was placed on administrative leave following the circulation of a video showing her pole-dancing on a city street during an out-of-town trip where she represented Dayton. Although the video sparked widespread discussion among residents at that time, it was notably absent from the topics publicly discussed in Tuesday’s meeting.
Only one resident, Calvin Carter, registered to speak during public comments. Addressing the council, Carter expressed hope that their decision would ultimately benefit the city.
“We, the people, have elected the Council. We, the people, elected the mayor. We, the people, elected our president. I don’t think any of those are flawless,” Carter remarked, seemingly in support of Judge. He continued, “Let’s bring this lady back to work.”
Carter further suggested that any concerns with Judge’s performance be addressed constructively, urging the city to move forward in a positive manner.
Judge’s current contract with the City of Dayton is set to expire in January 2025. For now, she will remain on paid administrative leave.

This entire situation has been driven by hate and racism, plain and simple. The city better hope she doesn’t sue them into bankruptcy which they deserve. She’s done a good job and has uncovered some questionable under the table deals by the good ole boy’s. They’re concerned their bad deeds will be exposed and some of them will go to prison. She’s been excellent for the city and that’s a problem for the good ole boy’s. Because she’s a black woman they think they can fire her for having a little fun. If we only knew the rest of the story? What the good ole boy’s do when they’re on city business? This lady has done nothing wrong. Put her back to work and renew her contact. The city is lucky to have someone of such high experience and professionalism.
So, suing the city in order to seek financial retribution thereby financially hurting the city and all of it’s residents because a few people were extremely judgmental, overly opinionated and clearly self righteous is the justified and righteous thing to do. What about all the people that were and are in support. You think they should be punished and suffer repercussions because a select few chose to act like a jack…? This is why the city made the right choice in giving Ms. Kimberly Judge paid administrative leave. This was to protect her from financial loss due to these unfortunate circumstances. I personally hope they restore her to her position with the city in the upcoming year. I also hope and trust that God will handle the judgmental of the persons involved in the miss guided judgment of our city manager, Ms. Kimberly Judge. Prayers for a renewal and a fresh start for her and the hearts/minds of our city residents in the upcoming year.
The people who started this smear campaign against this lady are reading these comments.Good. They ought to be feeling real small about now knowing how they have negatively affected her life also her family just to preserve their own wrong doings, now that’s real upstanding citizens for ya. And for city counsel people are watching you also making sure how you handle your upcoming decisions about this lady.DON’T CHOKE, DO THE RIGHT THING .
Are you all not reading the writing on the wall. They are just going to keep her on paid admin leave until her contract expires in Jan 2025 and they won’t renew her contract and she wont have a job. No termination, no suing. Just didn’t renew a contract.
That’s all fine and good, but what secrets and information about these city officials is she going to take with her? These narrow minded idiots who started this white washing operation against this lady should be very worried. It would be advantageous for these fools to keep her with city and publicly apologize to her, give her a raise with a new contract if they know what’s best for their lilly white reputations.
