
Tri-County Behavioral Healthcare is constructing a new Cleveland Service Facility at 402 Liberty Street in Cleveland, Texas. This modern, two-story, 36,000-square-foot facility will replace the current location at 2004 Truman Street, where services have been provided for nearly 50 years.
The new service facility, which broke ground in October 2023, will house programs and services including Intellectual and Developmental Disability (IDD) day programming, outpatient mental health services for adults, children, and youth, and future outpatient substance use disorder treatment for adults and youth. The services offered will include:
- IDD Day Programming
- Mental Health Initial Evaluation and Intake
- Psychiatric Evaluation
- Medication Management
- Nursing
- Therapy
- Rehabilitative Skills Training
- Wraparound Case Management
- Peer/Family Partner Services
No inpatient services will be provided at this location.
“We are very excited about this opportunity to meet the needs of persons with Intellectual and Developmental Disabilities, Mental Illnesses, and Substance Use Disorders in northern Liberty County,” said Evan Roberson, Executive Director of Tri-County Behavioral Healthcare. “Since the COVID-19 pandemic began, we have seen a rapidly growing demand for all of our services, and it was important to the Tri-County Board of Trustees that we expanded access in northern Liberty County.”
The facility is expected to open in May 2025.

About Tri-County Behavioral Healthcare: Founded in 1983, Tri-County Behavioral Healthcare is one of 39 Community Centers in Texas that provide services to individuals with mental illnesses, intellectual and developmental disabilities, and substance use disorders across all 254 counties in the state. Funding primarily comes through contracts with the Health and Human Services Commission, insurance billing, and grants.
