Construction on the new North Liberty County Annex in Colony Ridge, just south of Plum Grove, is moving steadily forward. Ground was broken for the project in October 2024, and favorable weather has allowed White Construction to stay ahead of schedule.
Jim Snyder, senior vice president and regional director for White Construction’s Houston office, credited the progress to cooperative weather and efficient work crews.
“I’m hesitant to say that construction is ahead of schedule, but it is,” Snyder admitted.
The annex is expected to be completed within the next four to five months, weather permitting.
The structural steel framework is now in place, with the roof and ductwork installed. Crews are preparing to move forward with the installation of exterior walls, electrical and mechanical systems, followed by drywall, flooring, painting, doors, and cabinetry.
Despite the smooth progress, there was a close call last week when tornado winds swept through the area.
“One [tornado] went right over the building and didn’t do a thing to it. We dodged a bullet there,” Snyder said.
Located on CR 3849 next to the Santa Fe Activities Building, the 6,800-square-foot facility is being constructed at a cost of $4.677 million, funded through the American Rescue Plan of 2021. The new annex will house offices for the Liberty County Sheriff’s Office, Pct. 6 Constable’s Office, and the Permits Department upon completion, with future plans to add space for the Liberty County Tax Assessor-Collector.
The project site spans two acres of land donated by Colony Ridge developers and is conveniently situated near Cottonwood Elementary School. Designed by Burns Architecture, the annex is part of Liberty County’s efforts to expand its facilities and better serve the growing population in the area.
White Construction has a history of successful collaborations with Liberty County, having also worked on the county’s law enforcement center on SH 146 north of Liberty. The new annex marks the fourth such facility in the county, joining existing locations in Cleveland, Liberty, and Dayton.

I agree that there needs to be a solution to the rapid increase of families in the area but being angry at Latinos is not how to resolve it. I wonder if the real estate company that sold them the land knew they were high risk to default on their loans. Surely they were aware of the communication barriers when signing agreements. Lastly, I’ll say that when you give a new population little tools and resources to develop and you’ll receive the costly outcomes of today.
