Two illegal immigrants arrested in Montgomery County for Sexual Assault of a Child

In March 2025, detectives with the Montgomery County Sheriff’s Office Special Victims Unit began investigating allegations of sexual assault against a 14-year-old girl. The alleged assaults were committed by an adult male identified as David Rey Santoyo-Penaranda.

During the investigation, Santoyo-Penaranda confessed to the assaults. Detectives located physical evidence, and Santoyo-Penaranda was arrested and charged with sexual assault of a child, a second-degree felony.

During forensic interviews conducted at Children’s Safe Harbor, the victim disclosed additional instances of sexual abuse by another adult male, identified as Gary Morales-Alarcon. Following further evidence collection, an arrest warrant was issued for Morales-Alarcon, who was also charged with sexual assault of a child.

Both Santoyo-Penaranda and Morales-Alarcon are in the United States illegally. Upon their arrests, U.S. Immigration and Customs Enforcement (ICE) was notified, and ICE detainers were issued for both suspects.

The Montgomery County Sheriff’s Office expressed its gratitude to Children’s Safe Harbor, TxFNE, the Montgomery County District Attorney’s Office, and the members of the Montgomery County Multidisciplinary Team for their continued commitment to supporting child victims.

“Together, through this powerful partnership, we strive to pursue justice for these innocent victims,” the release stated.
