Former LCSO livestock officer jailed on child pornography charges

A former Liberty County Sheriff’s Office employee was arrested Friday, Aug. 21, on multiple charges, including offenses involving child sexual abuse material.

Raymond Louis Winkler Jr., 58, of Huffman, was arrested and booked on one count of Misuse of Official Information, one count of Tampering With Government Record, five counts of Possession or Access to Child Pornography/Sexual Conduct and two counts of Possession of Visual Material Depicting Sexual Assault.

Winkler had served as the estray officer for Liberty County.

Liberty County Sheriff Bobby Rader confirmed Friday evening that Winkler was terminated from his position after information related to the investigation came to light. The termination occurred prior to Friday’s arrest.

Rader also confirmed that the investigation is being conducted by the Texas Rangers. Because the matter remains under investigation, he said he could provide no additional details.

Although Winkler was initially booked into the Liberty County Jail, Rader said Winkler is being held at a facility outside Liberty County. The location of that facility was not immediately available.

Bond information was not available Friday evening.

Authorities have not released details about the circumstances that led to the investigation or the allegations underlying the charges. It also remains unclear whether the Misuse of Official Information and Tampering With Government Record charges are related to Winkler’s former duties with Liberty County or to the other charges filed against him.
