Liberty County Pct. 4 secures $5 million grant to improve stormwater flow, reduce flooding

Liberty County has cleared an important hurdle in securing $5 million for flood control, drainage and roadway improvements in Precinct 4.

The Texas General Land Office has determined the county’s Precinct 4 Flood and Drainage Improvements project is eligible for $5 million in Community Development Block Grant Disaster Recovery funding through the 2024 Disasters Local Communities Program.

The proposed project targets portions of CR 676, CR 6767, CR 6768 and CR 6769, where the county plans improvements designed to better move stormwater out of the area and reduce recurring flooding.

The project also includes associated roadway improvements intended to make the roads more reliable during and after heavy rainfall and strengthen the long-term resilience of the surrounding residential area.

The project grew out of Liberty County’s ongoing recovery efforts following Hurricane Beryl and the severe storms and flooding that affected the county in 2024. Those disasters exposed drainage and roadway vulnerabilities in a number of areas across the county.

According to the county, the proposed Precinct 4 improvements are intended to address some of those vulnerabilities while reducing future flood risks for residents in the project area.

The GLO’s Notice of Eligibility does not mean construction will begin immediately, but it represents a significant step toward moving the project forward. Liberty County must first complete the remaining administrative requirements identified by the GLO before the application can advance to the contracting phase.

County officials thanked residents, county representatives, project partners and the Texas General Land Office for their cooperation and support throughout the application process.

Additional information about the project, including the scope of the improvements and anticipated timeline, is expected as the county completes the remaining requirements and moves toward contracting.
