
The Health Center of Southeast Texas (HCSET) celebrated a significant milestone with the grand opening and ribbon-cutting ceremony of its new clinic at 1400 N. Travis St. in Liberty. The event, which took place on Wednesday, March 13, marked the transition to a new space that is owned by HCSET, signifying an important step for the organization.
In his address to the supporters gathered for the occasion, HCSET CEO Steve Racciato reflected on the history of the Liberty clinic, noting that it was originally established in 2014. Racciato expressed gratitude for the opportunity to move to a facility that is tailored to meet the growing needs of the community.
“We’re really grateful for the opportunity to be here. The facility we had was okay, but it was really time for us to move along, so we procured this building and we’ve done a renovation so that it now is a proper medical facility with exam rooms and offices that it needs. We are really proud to be able to open this facility today,” he said.


Dr. Jasmine Sulaiman, medical director at HCSET, highlighted the organization’s commitment to community service, attributing the clinic’s expansion to the community’s trust and the growing demand for medical services.
“We are here to serve,” Sulaiman said.
The occasion included a formal ribbon-cutting ceremony, jointly organized by the Dayton Chamber of Commerce and HCSET. Dignitaries such as Liberty City Manager Tom Warner, Assistant City Manager Chris Jarmon, and Mayor Carl Pickett, along with members of the HCSET board, were guests of honor.
The new Liberty clinic joins HCSET’s expanding network, which currently encompasses five other locations in Cleveland, Plum Grove, Livingston, and Shepherd. Additionally, plans include the launch of a clinic on SH 321 (Cleveland St.) in Dayton in the coming months. HCSET’s range of services includes primary care, women’s health services, behavioral health, laboratory services, and pediatric medicine. The Cleveland clinic also has a pharmacy.
