Capital murder charge filed against suspect in fatal armed robbery in Chambers County

An aggravated robbery at the TimeMax convenience store in Chambers County resulted in the fatal shooting of store clerk Ginny Bagby on the evening of Saturday, July 27. At approximately 9:25 p.m., deputies from the Chambers County Sheriff’s Office responded to reports of the incident at 16160 East IH-10 frontage road in the Cove area.

Upon arrival, deputies discovered Bagby with a critical gunshot wound. Despite immediate CPR efforts by EMS and deputies, Bagby succumbed to her injuries after being transported to Memorial Hermann Hospital.

Based on witness information provided by a customer in the store during the robbery, deputies swiftly located the suspect vehicle and initiated a brief pursuit. The driver, identified as Todd Carter from the Houston area, was apprehended and taken into custody.

Detectives from the Criminal Investigation Division and the Crime Scene Unit were dispatched to the scene. Carter has been booked into the Chambers County Jail for Capital Murder and is being held without bond by Chambers County Pct. 4 Justice of the Peace Blake Sylvia.

According to a statement from the Chambers County Sheriff’s Office, this is an ongoing investigation.

Detectives are working with other agencies to determine if additional crimes occurred outside of Chambers County. The Sheriff’s Office expresses its gratitude to the multiple witnesses who assisted in the investigation, including some from Beaumont.

“Our deepest condolences go out to the family of the victim. We are thankful that witnesses came forward with information to help us bring this violent offender into our custody,” said Chambers County Sheriff Brian Hawthorne.
