The Liberty County Pct. 4 Constable’s Office reportedly received an anonymous tip alleging that a Hardin resident, Cecil Ernest Smith, was selling methamphetamine from a recreational vehicle at the Country Living RV Park on County Road 2089.
Investigators with Precinct 4 began looking into the matter and said they developed probable cause to obtain two felony arrest warrants for Smith, as well as a search warrant for his RV.
Liberty County Precinct 4 Justice of the Peace Larry Wilburn issued the two arrest warrants, both for alleged manufacture or delivery of a controlled substance in Penalty Group 1, in an amount between 4 and 200 grams — a first-degree felony.
The search warrant for the RV was issued by 253rd District Court Judge Chap Cain.
On the morning of Tuesday, July 15, 2025, law enforcement officers from Liberty County Precincts 3 and 4, along with the Texas Department of Public Safety, executed the search warrant at the RV, located in the 1300 block of CR 2089 in Hardin.
Smith was taken into custody at the scene. Investigators then conducted a search of the RV, where they allegedly seized just under 100 grams of suspected methamphetamine, along with digital scales, packaging materials, drug paraphernalia and other items believed to be related to the investigation.
Smith was transported to the Liberty County Jail and charged with three counts of manufacture or delivery of a controlled substance in Penalty Group 1, in the 4- to 200-gram range — all first-degree felonies.
During the course of the investigation, authorities reportedly discovered that Smith has an upcoming court appearance in August in a Liberty County district court for a separate first-degree felony controlled substance charge.
All suspects are presumed innocent until proven guilty in a court of law.
