Liberty County man arrested on sex offender registration violation

Following an investigation by the Liberty County Sheriff’s Office Criminal Investigations Division, authorities arrested Robert Lee Parker, 54, on a charge of failure to report online identifiers as required by Texas sex offender registration laws.

According to the Sheriff’s Office, investigators began reviewing evidence after receiving information regarding communications between Parker, a registered sex offender, and an individual portrayed as a juvenile female.

Detectives conducted a forensic examination of digital evidence, interviewed witnesses and Parker, reviewed sex offender registration requirements, consulted with Liberty County Adult Probation and coordinated with the Liberty County District Attorney’s Office.

Investigators determined Parker was subject to the reporting requirements outlined in Article 62.0551 of the Texas Code of Criminal Procedure and allegedly used online identifiers that were not properly reported as required by law.

Authorities also determined Parker initiated contact with an individual he believed to be a juvenile female. According to investigators, the communications were not initiated by the decoy account. Detectives said the communications occurred shortly after the conclusion of criminal proceedings involving Parker’s previous child pornography case.

Based on the investigation, detectives obtained an arrest warrant charging Parker with violation of sex offender registration requirements — failure to report online identifiers. Parker was taken into custody without incident.

In a statement, the Sheriff’s Office said the investigation required extensive follow-up, including reviewing digital evidence and documentation, identifying online accounts, verifying reporting obligations and corroborating information gathered during the investigation.

The Sheriff’s Office also thanked those who brought the matter to law enforcement’s attention and assisted investigators throughout the case.

“This case serves as an example of why thorough investigations matter,” the Sheriff’s Office stated. “While arrests often receive the most public attention, successful prosecutions are built through careful evidence collection, follow-up investigation, verification of facts and coordination with prosecutors. The goal of the Liberty County Sheriff’s Office is not simply to make arrests, but to build strong cases that can withstand scrutiny and ultimately result in successful prosecution.”

The Sheriff’s Office also praised the work of its investigators, patrol deputies and support personnel involved in the case.

The investigation remains active. Authorities said investigators are continuing to pursue additional evidence through search warrants, subpoenas and digital forensic analysis. Additional charges may be considered as the investigation continues.

All defendants are presumed innocent unless proven guilty in a court of law.
