Colony Ridge resident arrested for animal cruelty in Plum Grove

A Colony Ridge resident, identified in court records as Brenda Borrayo, was arrested following an investigation by Sgt. Monica Palacios of the Plum Grove Police Department into the alleged abandonment of a young puppy within the Plum Grove city limits on June 4, 2026. According to Sergeant Palacios, a witness saw Borrayo in possession of a puppy near CR 347 South.

The witness became concerned about the animal’s welfare and reported the situation to the Plum Grove Police Department.

“The puppy was less than a year old,” Sgt. Palacios said.

Later that same day, according to Palacios, the witness observed a deceased puppy matching the description of the animal that had been reported earlier.

The puppy was found near a vacant property within the Plum Grove city limits near Plum Grove City Hall. During the investigation, Sgt. Palacios determined where Borrayo lived and interviewed her about the puppy.

According to Sergeant Palacios, Borrayo claimed that she had met someone at a garage sale who asked her to drop the puppy off at a property on the 9400 block of Plum Grove Road. Sergeant Palacios then asked Borrayo to show her the location where the puppy had been left. Sergeant Palacios obtained statements from the property owner confirming that the property was abandoned.

Video surveillance footage was also reviewed as part of the investigation. According to Sgt. Palacios, she instructed Borrayo to retrieve the deceased puppy so it could be properly disposed. Based on the evidence collected during the investigation, an arrest warrant was obtained and signed by Pct. 6 Justice of the Peace Ralph Fuller. The warrant was later served with assistance from the Liberty County Precinct 6 Constable’s Office. Borrayo was arrested on May 27, 2026, and transported to the Liberty County Jail.

Borrayo was charged under Texas Penal Code Section 42.092, Cruelty to Non-Livestock Animals, for allegedly failing to provide necessary care for or abandoning an animal. The charge is a Class A misdemeanor. Her bond was set at $5,000. If convicted, a Class A misdemeanor is punishable by up to one year in jail and a fine of up to $4,000, or more.

“This is to show the community that law enforcement takes animal cruelty seriously, and cases like this will be investigated,” Sgt. Palacios said.

She also encouraged pet owners who can no longer care for their animals to seek assistance or resources rather than abandon them.

“If you are not able to care for your pets, please know there are many resources that can help. They deserve more than that. They are innocent,” Sgt. Palacios said.

Sgt. Palacios also encourages residents to report suspected cases of animal neglect or cruelty.

“If you see something, say something,” she said.
