Liberty County constable indicted in fatal UTV crash

Liberty County Pct. 1 Constable Tamara Rae “Tammy” Bishop has been indicted by a grand jury on two felony charges stemming from a fatal utility task vehicle (UTV) crash that occurred on May 10, 2025, in the Moss Bluff area.

The indictment, handed down last Wednesday, June 18, includes one count of Intoxicated Manslaughter in connection with the death of 40-year-old Jessica Rivera, of Liberty, who was a passenger in the UTV, and one count of Intoxicated Assault for injuries suffered by Bishop’s son, Jeremy Bishop, 43, also of Liberty.

The crash took place in the 600 block of CR 133, where the UTV reportedly struck a culvert and overturned, throwing the occupants from the vehicle. Rivera later died at an area hospital. Both Tammy Bishop and her son were seriously injured and transported to area hospitals following the incident.

The Texas Department of Public Safety conducted the investigation that led to the indictment.

“This is a very unfortunate event for all parties involved, and my condolences go to the family of Ms. Rivera,” Sgt. Rob Willoughby, supervisor of DPS’s Liberty County office, said Wednesday. “This should be a prime example of how one single decision can entirely change the lives of so many. The Texas Highway Patrol is committed to thoroughly investigating all calls for service, and this should show that we take an unbiased approach and show no favor in our investigations.”

According to Liberty County District Attorney Jennifer Bergman, the indictments against Bishop make one principle clear: in Liberty County, no badge or title places anyone above the law.

“The State bears the burden in all criminal cases, we must prove each and every element of these offenses beyond a reasonable doubt, including that Constable Bishop was operating a motor vehicle while intoxicated at the time of the offense. Following a thorough investigation by Troopers with the Texas Department of Public Safety, I am confident that the evidence supports these charges and that we will meet our burden in court,” Bergman said.

Bergman vows her office will prosecute this case with the same diligence, fairness, and integrity it brings to every prosecution.  

“We owe that to the family of Jessica Rivera, to the injured survivor, and to every citizen who trusts the justice system to hold offenders accountable. Constable Bishop’s cases are now before the 75th District Court and we are ethically prohibited from releasing facts of the case and must refrain from additional comment at this time,” Bergman said.

Bishop was booked in at the Liberty County Jail on Wednesday, June 25. Bonds for the two counts total $60,000.

    She was not the driver. Spreading false information that could affect one’s career should be a fireable offense. Their family is going through enough as it is, but anything to get people to click and read right?? Sad. Leave them alone and get your facts straight before sharing. Prayers for the bishops and shame on you.

    I know Tammy wasn’t driving because we’re close family friends and we were called before this was even public knowledge. Don’t believe everything you see on the internet.

    • This poster had all the info first hand. Was close friends and a friends friend and cousin of a friend called and told them to tell everyone she wasn’t driving maybe not even there. Seems like more and more County employes are getting in trouble lately

  4. Alcohol and driving don’t mix well. She should know this right? People who drink and drive go to jail for driving under the influence but I have been places where people who are police officers and people who work at the police station and their friends and family drink and drive and they get away with it. I mean no one wants to go to jail and no one’s wants to hurt anyone either but had it been someone who is just an ole average person yall would be talking crap and how they need to be punished but when it’s an officer everyone wants to say what a great person she was , she wasn’t driving , blah blah blah she deserved to be arrested just like anyone else . It’s crazy how this county is crooked

  5. I encourage y’all to watch the video footage of the accident. Where Tammy can be heard telling witnesses NOT to call 911. What kind of person says that when someone Tammy considers “family” is deceased?

    Please don’t hop up on a soap box and tell me how great of a person she is. In that moment, she was not acting in great person fashion.
    People make mistakes, I get it. And people have to answer to that. Tammy is no different just because she held weight in law enforcement. So I hope, and pray, she is judged fairly…like anyone else would be.

    For Jessica’s family, her babies especially, I am so sorry for y’all’s loss and pray the fact that justice is being served can bring y’all some peace. For Tammy’s family I pray y’all find peace in the process too.

    • You are the one on the soap box. The driver was not Tammy. The video doesn’t show who was driving it could have been the one who died or the son. It was not Tammy
